immigrants on board the Steamship "Suisang", I have to inform you that the Minister of the Interior in reply thereto, and to other previous action taken by the China Commercial Steamship Company, Limited, with a view to ensuring that a proper recognition be accorded to the certificate of the doctors who were despatched by the said Company to supervise the examination of the trachomatous passengers who arrived by the said vessel, has declared that the state of health of the immigrants, in order to admit of their acceptance, must be entirely satisfactory, not only in the opinion of the Company, but also in that of the Department.

The Company which you represent must therefore conform to the regulations issued, and in respect to the transfer of the diseased immigrants from one vessel to the other, there is no objection whatever to this taking place in such manner as may best serve the interests of your Company, provided only that such transfer be effected on the high seas.
